Capitol Report: Latest Bonding Projects Yield Disappointment, Praise – Governor Mark Dayton recently announced the allocation of .5 million dollars in bonding grants, established by the 2012 legislature. A significant amount, nearly million, is slated for a new St. Paul Saints ballpark in downtown St. Paul.
