They are places where they put people in the center of the rooms and give them drugs such as cocaine, heroin, marijuana etc, in different quantities, to determine what is the perfect dose for getting loose and having fun.

A drug testing center is just that.
A drug testing center,where people who are likely addicted to any specific drug, will go into the center to give their urine sample.

The role those drug testing centers are….to make sure those who are in treatment/rehab…maintain their sobriety. This can only be confirmed by drug testing.
